Question – Dogs Not On a Leash?

I recently received this question from a resident. Passing along as I’ve had similar questions in the past. Name / location has been removed.

Hello! I live on XXXX XXXXX and have a family that walks their 2 dogs nearly every day without a leash. What is the best way to address the issues?

A) I do not wish to interact with them

B) I wish to remain anonymous.

Answer

If you don’t want to confront the neighbor and you want to remain anonymous, I would suggest that the next time this is occurring, call the Police non-emergency number (330)425-1234.  They will want to provide Dispatch with the following information:

  • Approximate address
  • A description of the person (they can provide a name if they know it)
  • How many dogs and a description

I confirmed with Dispatch that they do not need to provide their name when they call.  The officer will just state a neighbor called.

505.01 Dogs and other animals running at large (full code section)

505.01

  • No person owning, keeping, possessing, harboring, maintaining, or having the care, custody or control of a dog shall suffer or permit such dog to:
  • Be at large within the City unless securely attached upon a leash held in the hand of a person in a manner which continuously controls the dog.
