Underground Utility Work Update – September 2026

Following the tragic house explosion in neighboring Twinsburg Township in June, Mayor Sam Scaffide placed a moratorium on drilling, boring and other underground utility work within the City of Twinsburg. The pause provided the City with an opportunity to review its procedures and determine what additional safeguards could be put in place to protect residents.

Since then, the City has worked with regulatory agencies, utility companies and contractors to develop stronger guidelines and provide greater oversight of underground utility work.
Beginning Wednesday, September 9, drilling, boring and other right-of-way utility work will be permitted to resume in Twinsburg under these enhanced requirements.

Among the changes, contractors and subcontractors must be registered with the City and provide advance notice before beginning work. Residents directly affected by upcoming work must receive written notification at least 10 days in advance.

The City has also strengthened utility locating requirements, improved communication with contractors working in neighborhoods and increased its ability to stop work when proper procedures are not being followed.

While no set of procedures can eliminate every risk associated with underground utility work, these additional requirements will provide the City with greater oversight and help ensure contractors are following established safety procedures.

The City appreciates the patience and understanding of residents while this work was paused and will continue to closely monitor underground utility work throughout the community.
